These are Doronjo and her henchmen Tonzura and Boyacky, characters from the game Tatsunoko vs Capcom, though originally, they are the villains of an anime series called Yatterman.
I can't say I'm really familiar with the series. What little I've seen of it through YouTube can be best described as... delightfully absurd. Or just plain nuts.
Pretty fun stuff actually, if you're into that sort of thing.
Doronjo's pose was based on a Capcom-sprite, the henchmen were done completely from scratch.
